Quantum Institute of Science and Technology holds active certification from the state regulatory bodies that oversee all postsecondary education in Virginia. This means our programs, policies, and student protections meet the standards required to operate as a legitimate institution of higher learning.
Certifications
Higher Education Certification
SCHEV is the state agency that oversees all degree-granting and certificate-granting institutions in Virginia. Certification by SCHEV confirms that Quantum meets the requirements of 8 VAC 40-31 — the Virginia Administrative Code governing postsecondary school regulations — including program quality, student protections, refund policies, and record retention.
Business Registration
Quantum Institute of Science and Technology operates under Bright Path Technology LLC, a formally registered limited liability company with the State Corporation Commission of the Commonwealth of Virginia. This registration confirms our legal standing to conduct business and operate an educational institution in the state.
What This Means for You
SCHEV certification is not honorary. It comes with enforceable requirements that directly protect students.
Students have three (3) business days after signing an enrollment agreement to cancel and receive a full refund of all monies paid, less a non-refundable fee of $100. This is a SCHEV-mandated protection.
Students who withdraw or are terminated receive refunds based on program progress: 75% refund in the first quartile, 50% in the second, 25% in the third. After 75% completion, no refund is issued.
Students may file complaints directly with the institution. If unresolved, students may escalate to SCHEV, which provides an independent complaint resolution process. No student faces retaliation for filing a complaint.
Transcripts, certificates, and enrollment agreements are retained permanently. In the event of school closure, SCHEV becomes custodian of all student records and processes future transcript requests.

Virginia Postsecondary School Regulations
Governs institutional operations, program approval, catalog requirements, complaint resolution timelines, record retention, and school closure protocols.
Family Educational Rights and Privacy Act
Protects the privacy of student education records. All access to student data is role-restricted and audit-logged. No unauthorized sharing of personally identifiable information.
Electronic Signature Compliance
All enrollment agreements are signed electronically with explicit consent. Each signature captures a SHA-256 document hash, timestamp, IP address, and user agent. Signed documents cannot be modified — only voided with a new agreement created.
Accessibility Requirements
All portal pages are built with WCAG 2.1 AA compliance in mind. Mobile-first responsive design, minimum 44px touch targets, and semantic HTML for assistive technology compatibility.

The transferability of credits and credentials earned at Quantum Institute is at the sole discretion of the receiving institution. We provide students with certificates of completion and letters of recommendation to support further educational pursuits. Quantum does not accept transfer credits from other institutions.
Student Grievance Process
Quantum takes all feedback and complaints seriously. If a student feels they are not receiving a quality education or has any other concerns, they may contact the institution directly. No student will face retaliation for filing a complaint.
